Some places have chunk not loading to some client, not always in same time, some come see the chunk, some don't. Generally happen when teleporting the chunk, going away (like in /spawn) and comming bacj without tp or tp close fix the bug sometime, or logging off from away of the chunk, and logging back fix it too.
